I lived at High Point for three years. 95% of the time I felt completely safe. They do need more outdoor light in some places and the building numbers need to be much larger and more visible. Beyond that High Point is a great place to live. The closet space is phenomenal, the bedrooms are large, and there is an abundance of natural light. In three years I never had a single bug or mouse. The office staff is very, very friendly .

These apartments are very cheap. Not that great of a place to live at all. The front office isn't good. You'll be lucky if you can catch the lady in the front office more than once a week. They never stay open regular hours. Sometimes they be open until one or other times dont open until late. The pool never has been opened. I asked about the pool in May, I got told that it will be opening the following week. It's October and still haven't been open. Also, these apartments have a lot of bugs.... ESPECIALLY bed bugs. Hate I brought my furniture to this place. Then, management won't do anything about it. They just say they don't cover that. Then the walls and floors have cracks in them and the floorboard on the wall don't even touch the floor. There has been a few mice outside. Don't leave your car door unlocked either. And the walls are extremely thin, so yes you can hear everything. I can't wait until my lease is up so we can GO!!!!

I loved this apartment when I first got there but as the months went on things slowly started to fall apart and it looked like everything was done half way just to get someone in there.

The Blair House Apartments are low-income, so there's a long certification process at the beginning, and you won't be able to move in unless your combined incomes are less than a certain ceiling. Also, you can't have an apartment consisting completely of college students. Management was very helpful and got everything filled out. 3 Bedroom 2 bath is 699 a month, and floor space leaves nothing to be desired.
The location is convenient for the University of Memphis, and parking is usually not a... problem. Maintenance has been very quick to respond to requests, even getting a new heater put in less than a week after we let them know it wasn't working.
Now onto the bad: It is nearly impossible to have packages shipped, as I don't feel comfortable having them leave it at the door, and the new management is not as assiduous at being in the office at all times.
In the beginning, we were promised that the pool would be available in a few months (we got here in April of 2014). The pool was not open at all in 2014, and now that it has finally opened (in July 2015), it is not kept clean enough, giving the water the look and consistency of a pond.
Bugs have also been a problem, and the exterminator only comes about once every two weeks.
We still have not had a new leasing agreement (which was supposed to be renewed in April, and it is now August). When asked, management said that they were "way behind on paperwork".
In conclusion, this is a great place if you need something cheap, but there are some problems that some may find unpleasant.
